Not always, and this is the one that surprises people. If your property is designated or sits in the Heritage Conservation District, the Town requires a heritage permit to change roofing material, colour, or profile. Architectural asphalt in an approved colour usually goes through cleanly. Switching from cedar shake to asphalt, or asphalt to metal, can trigger a Heritage Committee review. Check before you choose materials, not after.
Budget four to six weeks for heritage permit review, on top of the standard building permit if structural work is involved. It is not a reason to avoid the work — it is a reason to start earlier than you think you need to, especially if you are trying to get it done before winter.
Usually less. Review focuses hardest on street-facing elevations, roofs, and porches. Rear-yard changes tend to have more flexibility, though they still need to sit properly within the district context. Confirm your specific property with the Town rather than assuming.
